Hajji Sewante Khalifan, the Under Secretary in the Ministry of Local Government, hosted a high-level delegation from Zimbabwe led by Brigadier General Francis Chakauya this afternoon. The delegation was part of Intake 13–2024 of the Zimbabwe National Defence University, which was on a week-long study tour in Uganda from June 15–21, 2025.

The team comprised 32 course participants and 17 staff members. The visit aimed to deepen their understanding of Uganda’s local governance structures and the synergy between civilian institutions and the defence forces in promoting development and national cohesion.
“We manage the sub-national entities—districts, municipalities, cities, and all local councils,” noted Hajji Khalifan. “Our Ministry coordinates, monitors, and provides vision to these structures, and we were glad to share insights on how Uganda integrates defence forces in supporting local governance and stability.”
The meeting also provided an opportunity to introduce researchers accompanying the Zimbabwean team and to exchange knowledge on best practices in governance and institutional collaboration.
