The Parish Development Model (PDM) is one of the Government of Uganda’s most ambitious and transformative strategies aimed at accelerating social-economic transformation at the grassroots level. Built on the principle of taking services closer to the people, the model positions the parish as the lowest administrative and operational hub for planning, implementation, and monitoring of development programs.






In line with this, our local government has taken deliberate steps to implement and promote the success of PDM within our communities. Through community sensitization meetings, stakeholder engagements, and hands-on support to parish development committees, we have continued to empower households to transition from subsistence to market-oriented production.
Objectives of the PDM
The PDM focuses on seven pillars including production, infrastructure, financial inclusion, mindset change, data management, governance, and community mobilization. At its core, it seeks to:
- Improve household incomes
- Boost agricultural productivity
- Increase access to financial services
- Strengthen local governance and service delivery
Recent Activities in Our District
As part of our ongoing commitment to the successful rollout of the Parish Development Model, we recently carried out several impactful activities including:
- Community sensitization sessions across all parishes, aimed at increasing awareness and ownership of the program.
- Training sessions for Parish Chiefs and SACCO leaders on financial management and proper record-keeping.
- Distribution of PDM funds to fully registered parish SACCOs to enable household-level income-generating projects.
- Monitoring visits to assess project progress and offer technical support to beneficiaries.
These activities have been well received by community members and local leaders alike. The enthusiasm and participation from residents have been encouraging, signaling a growing understanding of the benefits the model brings.
Way Forward
As we continue to implement the PDM, our focus remains on transparency, accountability, and community participation. We encourage all residents to actively engage with parish-level structures and take advantage of the resources and training available.
Together, we can achieve sustainable development from the grassroots and build stronger, self-reliant communities.
